SCOPE:
The Senior Payroll Technology & Governance Analyst supports payroll tax compliance, payroll system governance, and operational integrity across MHIA and its affiliates, including payroll operations delivered through a managed service model. This role serves as the technical partner to the internal team, focusing on payroll system validation, payroll tax support, and payroll process accuracy. The role ensures payroll system outputs, including those produced by the payroll vendor, are accurate, compliant, and aligned with expected payroll outcomes. This role works closely with HRIS and Benefits to validate that payroll system configurations deliver the intended results. While this role does not perform system configuration, it is responsible for defining expected payroll outcomes and ensuring system outputs meet those expectations.
The ideal candidate will have at least a minimum of eight (8) years of payroll experience with strong exposure to payroll systems and payroll tax processes.
JOB RESPONSIBILITIES:
- Support payroll tax compliance and payroll system governance by validating payroll calculations, system outputs, and payroll processes.
- Act as the technical payroll subject matter expert responsible for validating system outputs, investigating configuration issues, and ensuring payroll system integrity.
- Validate payroll results generated by the payroll system and vendor (e.g., UKG) to ensure alignment with payroll regulations, internal policies, and expected outcomes.
- Independently perform manual payroll and payroll tax calculations to confirm payroll accuracy and identify discrepancies.
- Work closely with MHIA HRIS and UKG HRIS to ensure payroll system configurations produce accurate and compliant payroll outcomes.
- Investigate payroll discrepancies and perform root cause analysis to determine whether issues originate from payroll inputs, system configuration, integrations, or vendor processing.
- Support payroll tax activities, including validation of payroll tax calculations, tax reconciliations, and compliance requirements across federal, state, local, and Canadian jurisdictions.
- Assist with year-end payroll processes, including validation of W-2, W-2C, and T-4 reporting outputs.
- Support the setup and validation of new state and local tax jurisdictions in partnership with HRIS and the Senior Manager.
- Support payroll system testing, including development of test scenarios, execution of user acceptance testing (UAT), and validation of system changes.
- Assist in tracking payroll system issues, vendor defects, and processing errors to support resolution and vendor accountability.
- Support US and Canadian expatriate payroll processing and complex payroll scenarios requiring advanced payroll expertise.
- Serve as a front-facing payroll resource, providing guidance and support to internal stakeholders on payroll-related inquiries.

MINIMUM REQUIRED QUALIFICATIONS:
- Education Requirement: Bachelor’s degree in business, Finance, Accounting, Human Resources, Information Systems, or related field; or equivalent combination of education and experience.
- Experience: Minimum of eight (8) years of payroll experience with strong exposure to payroll systems and payroll tax processes.
- Experience supporting US multi-state payroll tax requirements.
- Exposure to Canadian payroll tax requirements and reporting (T-4).
- Strong understanding of payroll calculations and payroll tax structures.
- Advanced Microsoft Excel proficiency, including data analysis, reconciliations, and large dataset validation.
- Strong analytical, problem-solving, and reconciliation skills.
- Strong communication and collaboration skills across HR, Finance, HRIS, and vendor teams.
- Experience supporting payroll operations delivered through managed service models
PREFERRED QUALIFICATIONS:
- Certified Payroll Professional (CPP) designation preferred or ability to obtain within 12 months.
- Experience working with enterprise payroll systems (UKG, SAP, Workday, ADP, or similar).
- Experience supporting payroll system implementations, integrations, or system upgrades.
- Demonstrated experience managing relationships with outsourced payroll service providers
- Experience supporting payroll tax reconciliation and year-end reporting.
- Canadian payroll experience preferred.
- Project or change management experience.
