Role Overview

The Quantity Surveyor supports Mitsubishi Power project execution by validating Bills of Quantities (BOQs), verifying installed quantities in the field, and tracking variances between bid estimates, issued‑for‑construction documentation, and actual project conditions. Working under the direction of the Principal Project Manager, this role collaborates closely with EPC contractors, site teams, engineering, field advisors, and internal project stakeholders to ensure quantity impacts are accurately identified, documented, and communicated.

 

The position is focused on field verification, preparation of quantity‑based documentation, and maintenance of commercial and project records to support effective project controls and contract administration. Responsibilities span Mitsubishi Power project deliverables, including Gas Turbines, Generators, Steam Turbines, Heat Recovery Steam Generators (HRSGs), and associated auxiliary systems.

Key Responsibilities

  • Perform field verification of Bills of Quantities (BOQs) by comparing installed conditions and issued‑for‑construction documents to project estimates, cost baselines, and contractual quantity assumptions.
  • Validate quantities and installed scope associated with Mitsubishi Power equipment and EPC‑performed work, ensuring alignment with project requirements and documentation.
  • Prepare quantity verification packages, including count sheets, field observation reports, variance analyses, and supporting records to substantiate quantity discrepancies.
  • Support quantity adjustment and change documentation, identifying variances, excess quantities, and impacts while providing supporting evidence and records.
  • Coordinate with EPC contractors and site teams to obtain measurements, installation status, construction records, and other information required for quantity validation.
  • Collaborate with the Principal Project Manager and project teams to develop commercial and technical documentation supporting quantity impacts, backcharge calculations, and change management activities.
  • Maintain quantity tracking logs, project registers, and issue records, documenting confirmed variances, disputed items, open issues, and supporting documentation status.
  • Work cross‑functionally with engineering, project controls, supply chain, and site personnel to reconcile field conditions, drawings, vendor data, deliveries, and scope boundaries affecting quantity counts.
  • Support field inspections, receipt verification, and inventory reviews to confirm delivered and installed equipment quantities and document missing or damaged items.
  • Prepare concise reports and presentation materials for project leadership and promptly escalate significant quantity discrepancies, documentation gaps, and high‑risk issues to support timely resolution.

Requirements

  • Bachelor’s degree in Construction Management, Engineering, Quantity Surveying, Project Management, or a related discipline; equivalent relevant field experience may be considered.
  • Experience in quantity surveying, construction quantity verification, project controls, cost engineering, EPC project execution, or field commercial support.
  • Demonstrated ability to review and validate BOQs, quantity takeoffs, construction drawings, vendor quantity data, and issued‑for‑construction documents.
  • Experience supporting power generation, heavy industrial, or EPC projects, including collaboration with EPC contractors, construction teams, and multidisciplinary stakeholders.
  • Familiarity with power plant installation scopes, including gas turbines, steam turbines, HRSGs, piping, structural steel, equipment setting, and balance‑of‑plant systems.
  • Strong commercial awareness and documentation skills, with the ability to prepare clear, defensible records supporting quantity reconciliation, change management, claims support, and cost impact analysis.
  • Proficiency in Microsoft Excel and standard document preparation tools for reporting, analysis, and record management.
  • Strong attention to detail, analytical thinking, and professional judgment when verifying quantities, identifying discrepancies, and maintaining accurate project records.
  • Excellent communication and collaboration skills, with the ability to work effectively across project teams, contractors, and stakeholders.
  • Ability and willingness to travel to domestic and international project sites, work safely in active construction environments, perform field inspections, and remain onsite for extended periods as required.
