Role Overview

 

The Manager, Duties and Tariffs, is an integral member of the Compliance & Ethics (Compliance) department as a customs brokerage, duties, and tariffs subject matter expert directly supporting the Company’s operational needs and leaders.  The Manager will advise the Chief Compliance Officer (CCO), the Global Trade Compliance Senior Manager and senior business leaders as to duty and tariff related regulatory requirements, and support enterprise-wide duties and tariffs activities within the Company, acting as an important support and coordination function between trade compliance, tax and supply chain functions, other business units, and supporting important customer interactions.  As such, the Manager will advise on process improvements and procedures related to import and export classifications, customs valuations, data analysis and metrics, manage duty refunds and identify duty reduction opportunities.  The Duties and Tariffs Manager will be expected to perform   additional duties that may be directed by the CCO, Global Trade Compliance Senior Manager or may generally be expected from a Compliance department, to include the assignment of new duties and responsibilities, in a Company that manufactures and develops advanced technology, operates in a global environment, and is subject to oversight by various government agencies both in the U.S. and globally.

 

Key Responsibilities

 

  • Promote the MHI Global Code of Conduct and actively promote the ethical corporate environment demanded by Mitsubishi Power Americas.
  • Promote and enforce adherence to government requirements, Company policies, and procedures.
  • Own the end-to-end management of tariffs and duties for imported and exported goods.
  • Support strategies to optimize costs through effective tariff management, duty mitigation programs, free trade agreements, and other trade preference mechanisms.
  • Monitor, analyze, and apply international import/export laws, regulations, and tariff schedules to ensure regulatory compliance and accurate determination of tariff and duty obligations for U.S., Canadian and LATAM projects.
  • Track duty and tariff determinations and finalizations, including estimated, provisional, and finalized amounts, and resolve discrepancies arising from changes in classification, valuation, or regulatory interpretation.
  • Support and manage existing duty mitigation strategies.
  • Encourage managers and employees to report suspected fraud and other improprieties, without fear of retaliation.
  • Manage assigned Compliance Programs, related to customs brokerage and import / export formalities.
  • Perform day-to-day activities that relate to customs clearance, including broker instruction transactional reviews prior to submission, assign and review classifications, validate Custom’s valuations, analyze data and identify refund and reduction opportunities, implement free trade agreement requirements, and so forth.
  • Own the HTS classification database, ensuring consistent and accurate tariff application and minimizing redundant reviews.
  • Review and validate customs entries, valuations, and PGA requirements, coordinating with external brokers to ensure compliant and timely clearances.
  • Conduct post-entry audits to identify discrepancies, ensure documentation accuracy, and mitigate potential penalties.
  • Perform data management, collection and analytics, including:

 

    • Duty/tariff actuals tracking (by product, vendor, country of origin, HTS, project, entry type)
    • Collect & reconcile duty/tariff actuals:
    • Oversee the ACH process and accuracy of ACH reporting (Broker statements, review entry summaries, duty invoices, freight invoices where duty is included
    • Coordinate Post Summary Corrections with Customs Brokers as applicable:
    • Ensure logistics department maintains import & export support documentation according to company retention policies.
    • Provide forecast duties per project (provide input, collection & assumptions management (rates, exclusions, special programs, sourcing changes)
    • Provide variance analytics (forecast vs actual, rate vs volume vs mix drivers)
    • Support estimation for duty scenarios to include modeling for tariff changes (regulatory, sourcing shifts, classification updates)
    • Support applicable duty billing deliverables to customers.

 

  • Support and collaborate with Trade Compliance and Finance on tariff recovery, duty refunds, and drawback opportunities.
  • Implement and manage duty drawback program.
  • to Foreign Trade Zone (FTZ) operations by verifying admissions, removals, and reconciliations in compliance with U.S. Customs and Border Protection requirements.
  • Mentor and be a resource for supply chain and tax specialists focused on tariffs and duties, and government requirements.
  • Act as a point of contact for trade compliance escalation with customs brokers and freight forwarders for import and export declaration matters.
  • Collaborate closely with procurement, logistics, finance, and tax teams to ensure accurate accrual, reporting, and settlement of tariff and duty liabilities.
  • Assess import trade compliance programs and practices, identify gaps and weaknesses, make recommendations to the Chief Compliance Officer and the Global Trade Compliance Senior Manager.
  • Perform any duties or roles deemed necessary by the Chief Compliance Officer.

 Requirements

  • U.S. Customs Brokerage License
  • At least five years’ experience managing and performing customs import related activity in an international environment.
  • Proven experience leading customs operations in a manufacturing or logistics environment.
  • Strong data and analytical skills to support tariff tracking, duty optimization, and audit reporting.
  • Ability to work in a high-volume, high-pressure customer service environment with little direction and handle multiple tasks and projects.
  • Experience working with FTZ operations, duty drawback, or trade agreement programs. (a plus)
  • Excellent coordination and communication skills, including experience managing customs brokers and third-party logistics providers.
  • Other relevant professional certifications in Compliance, or related education from an accredited university
  • Strong practical knowledge and expertise in U.S. and international government standards and expectations related to customs brokerage, import formalities, and international import laws.
  • Proficiency in HTS classification (chapters 73, 84 and 85 a must)
  • Experience with Microsoft Office products (excel efficiency a must)
  • Experience with SAP (a plus)
  • Ability to travel as needed, estimated to not be more than 25%.
