Role Overview
The TFA Resource Manager is responsible for the strategic planning, mob / demob, and performance management of Technical Field Advisors (TFAs) supporting MPWA construction and commissioning projects. This role works closely with Construction and Commissioning leadership to align the mobilization of TFAs with project execution needs, schedules, and system priorities across the project portfolio. The TFA Resource Manager serves as the primary interface between Construction, Commissioning, PMO, HR, Warranty, Supply Chain and main equipment factories to ensure the right technical resources are available, qualified, and aligned to execute work safely, on schedule, and to required quality standards. The position is accountable for workforce planning and supports staffing decisions, training and qualification alignment, and continuous improvement of TFA readiness and utilization.
Key Responsibilities
- Lead short‑ and long‑term TFA resource planning aligned with construction and commissioning execution strategies across active and future projects.
- Partner with HR, Construction, Commissioning, and Project Site Leadership to ensure all employee and contractor TFAs meet drug and alcohol testing, background, and onboarding compliance requirements prior to mobilization, in alignment with project, customer, EPC, and site‑specific access requirements.
- Manage and track foreign worker visa processes for Japanese and other foreign national TFA mobilizations, including required correspondence and mobilization confirmations.
- Partner with Construction, Commissioning, Warranty, and HR leadership to forecast TFA demand, identify resource and compliance risks, and define early mitigation actions.
- Approve and manage TFA assignments, mobilization, and demobilization to ensure appropriate technical and compliance‑ready coverage across gas turbines, steam turbines, generators, SCRs, and auxiliary scopes.
- Resolve resource and readiness conflicts and ensure smooth continuity of TFA coverage and compliance between construction, commissioning, and warranty phases.
- Align TFA deployment with contract requirements, site access criteria, and project execution needs by working directly with Construction and Commissioning Leadership, Warranty Team, HR, and project site leadership.
- Establish cross‑functional alignment between Project Operations, Execution Leadership, and HR to formally define TFA scope, responsibilities, readiness criteria, and performance expectations to enable informed staffing, sequencing, and mobilization decisions.
- Support the Training Team and HR processes for tracking and maintaining TFA qualifications, certifications, drug and alcohol testing status, and competency readiness in alignment with MPWA training, OJT, certification, and site compliance standards.
- Reinforce MPWA’s safety culture by emphasizing individual safety responsibility and supporting TFA compliance with site safety standards, drug and alcohol policies, PPE requirements, JHA participation, approved procedures, and quality criteria.
- Identify and escalate systemic safety, compliance, quality, or capability gaps related to resourcing, training, or pre‑mobilization readiness.
- Serve as the primary interface with major equipment factories (TGO, HTC, MG), Site Leadership, HR, and staffing vendors for TFA resourcing, compliance alignment, scope definition, and technical support requirements.
- Provide executive‑level visibility on TFA resourcing, compliance status, risks, and project impacts to support leadership decision‑making.
- Track and maintain accurate visibility of TFA utilization, availability, certifications, compliance readiness (including drug and alcohol testing status), and projected demand.
- Deliver structured staffing, compliance, and resourcing risk reporting using enterprise tools including Primavera P6, Oracle Unifier, Power BI, and SharePoint.
- Operate within the NGS Construction organization, partnering closely with Construction, Commissioning, Warranty, HR, PMO, Supply Chain, and project site leadership.
Requirement
- A bachelor’s degree of Science, Mechanical or Electrical Engineering, or related discipline is required; Candidates should bring a minimum of five years of experience managing technical field resources. Successful candidates will have a proven track record of supporting multi‑project execution while maintaining strong safety, quality, and competency standards.
- OSHA 10 certification is preferred. Additional certifications such as PMP (Project Management Professional), commissioning, or construction management credentials are desirable.
- Valid driver’s license and passport are mandatory to meet company travel requirements.
- Minimum travel requirements for 30% of domestic and international project sites. Ability to work in diverse environments and maintain compliance with company safety and confidentiality standards.
- Follow all Environmental, Health, and Safety (EHS) policies, practices, and procedures; promptly report any unsafe conditions or activities to site leadership.
- Communicate clearly and professionally with internal teams, TFAs, and site stakeholders to ensure smooth project execution.
