Role Overview
The Payroll Manager is responsible for overseeing and managing all aspects of the organization’s payroll operations to ensure employees are paid accurately, on time, and in full compliance with federal, state, and local regulations. This role leads payroll processing, supervises payroll staff or vendors, ensures compliance with wage‑and‑hour and tax laws, and partners closely with HR, Finance, and IT to maintain payroll integrity and efficiency.

Payroll Operations
- Oversee end‑to‑end payroll processing (biweekly, monthly, and off‑cycle payrolls as applicable)
- Ensure accurate calculation of wages, overtime, bonuses, commissions, deductions, and garnishments
- Maintain payroll calendars, cut‑off dates, approvals, and reconciliations
- Review and validate payroll data prior to final submission
- Resolve payroll discrepancies and employee inquiries in a timely and professional manner
- Manage high‑volume payroll processing for a multi‑state workforce of 2,000+ employees, ensuring accuracy and data integrity at scale.
Compliance & Risk Management
- Ensure compliance with all applicable payroll‑related laws and regulations (FLSA, IRS, state and local tax laws, wage‑and‑hour requirements)
- Oversee payroll tax filings, payments, year‑end processing (W‑2s, corrections, amendments)
- Maintain audit‑ready payroll records and documentation
- Partner with internal and external auditors as needed
- Stay current on federal, state, and local regulatory changes; evaluate their payroll implications; and implement necessary updates to processes, controls, and systems.
Systems & Reporting
- Manage payroll systems and integrations with HRIS, time & attendance, and finance systems
- Lead payroll system upgrades, testing, and process improvements
- Prepare payroll reports for Finance, HR, and leadership (labor costs, accruals, audits, compliance)
- Oversee complex payroll system configurations, high‑volume data loads, and integrations across HR, Finance, and Timekeeping systems to ensure data accuracy for a 2,000+ employee population.
Leadership & Collaboration
- Supervise, train, and develop payroll staff (or manage payroll vendors)
- Establish standard operating procedures and internal controls
- Collaborate with HR on new hires, terminations, benefits, and employee data changes
- Partner with Finance on budgeting, forecasting, and reporting
- Serve as the primary payroll subject‑matter expert for the organization
- Serve as a key partner to HR, aligning payroll operations with broader people‑team initiatives and ensuring consistent, compliant employee lifecycle processes.
- Lead communication and training efforts for managers and employees related to payroll system updates, new functionality, and process improvements to ensure smooth adoption.
- Draft and distribute employee‑facing payroll communications, including payroll calendar changes, early timecard approval deadlines, system outages, and other time‑sensitive updates.
Requirements
- Bachelor’s degree in Accounting, Finance, Human Resources, or a related field
- 7+ years of progressive payroll experience, including multi‑state payroll, with a minimum of 2 years of management experience supervising payroll team members.
- Prior experience leading payroll operations or supervising staff preferred.
- Strong knowledge of payroll tax and wage‑and‑hour regulations.
- Experience with payroll systems and HRIS platforms
- Experience with UKG Pro and Success Factors preferred.
- Advanced experience with enterprise‑level payroll systems (preferable UKG, Workday, ADP, SAP, Oracle).
- Certified Payroll Professional (CPP) or similar certification preferred.
- Strong written communication skills for drafting employee‑facing payroll notices and updates.
