Role Overview

The Proposals Planner Scheduler plays a vital role in supporting the Commercial, Supply Chain, Engineering, and Project Execution teams by developing accurate, competitive, and achievable proposal-stage project schedules. This role is responsible for building high-quality Primavera P6 schedules that reflect realistic durations, logical sequencing, and alignment with internal execution capabilities—including engineering, procurement, fabrication, logistics, construction, commissioning, and customer milestone expectations. Unlike execution-phase planners, the Proposals Planner Scheduler does not track progress, actuals, or Earned Value. Instead, their primary responsibility is to ensure the proposal schedule is feasible, integrated, and aligned with commitments communicated to the customer. This includes coordinating with factories in Japan, internal supply chain teams, engineering technical groups, construction & commissioning, and EPC partners (when applicable) to validate assumptions and durations. This individual participates in all proposal-related schedule discussions, ensuring schedule risks, constraints, and opportunities are understood early. Strong technical expertise in Primavera P6 and baseline scheduling best practices is required to support accurate offer development and competitive positioning during bid stages.

Key Responsibilities

  • Develop well-structured, logic-driven proposal schedules based on commercial requirements, scope definition, contract strategies, and internal planning assumptions.
  • Build Level 1–3 Primavera P6 schedules that reflect realistic durations for engineering, procurement, manufacturing, logistics, construction, and commissioning.
  • Integrate schedule inputs from Supply Chain, Engineering, Construction, Commissioning, Logistics, and Japan factories to ensure accuracy and alignment.
  • Validate that proposal schedule commitments are achievable based on historical performance, internal capability, and vendor/EPC constraints.
  • Ensure proposed commissioning and hot commissioning durations align with Construction & Commissioning team standards and assumptions.
  • Coordinate closely with Supply Chain to obtain vendor lead times, critical equipment durations, and procurement milestones.
  • Work with Engineering to capture design durations, engineering sequence dependencies, and resource assumptions.
  • Interface with Japan factories to confirm equipment manufacturing durations, inspection points, and Ready-to-Ship expectations.
  • Collaborate with Construction and Commissioning teams to validate site execution durations, sequencing, and readiness for key activities.
  • When applicable, liaise with EPC partners to ensure consistency between Mitsubishi Power schedules and EPC execution plans.
  • Validate that the proposal schedule meets internal scheduling standards and company execution practices.
  • Analyze critical path and near-critical paths to ensure logic is sound and durations are defendable.
  • Recommend schedule optimizations (fast-tracking, resequencing, procurement acceleration, logical adjustments) when required to meet competitive timelines.
  • Support the proposal manager by preparing schedule summaries, milestone tables, and timelines for customer presentations and bid submittals.
  • Attend all proposal-related schedule meetings and internal bid reviews to provide schedule insight and validate assumptions.
  • Generate schedule outputs required for proposal documentation, including Gantt charts, milestone reports, and execution timelines.
  • Ensure all proposal schedules are developed using Primavera P6 (Oracle) according to established best practices.
  • Maintain accurate version control and revision history of all proposal schedules.
  • Support continuous improvement of proposal scheduling tools, libraries, productivity norms, and duration benchmarks.

Requirements

  • Bachelor's degree (BS) in Engineering, Construction Management or related field from four-year college or university; and Five (2+) years related experience in an EPC environment and experienced in planning/scheduling of major power generation projects.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Knowledge of resource loading scheduling software for project management scheduling applications database, project management, spreadsheet and word processing software, electronic mail, graphics, technical diagrams, flow charts, etc.
  • Up to 10 % travel required both domestically as well as internationally.
