Role Overview

The Senior Manager, Commissioning TFA Services is responsible for the end-to-end leadership, development, and deployment of the Technical Field Advisor (TFA) organization across Gas Turbine (GT), Steam Turbine (ST), Generator, Heat Recovery Steam Generator (HRSG), and Balance of Plant (BOP) disciplines in support of new construction and commissioning projects.

This role is accountable for developing and executing a long-term, strategically aligned manpower plan to support the project portfolio. The position ensures the organization is staffed with the right skills, at the right time, to meet project execution needs while maintaining the highest standards of safety, technical excellence, and customer satisfaction.

The Senior Manager works in close partnership with Project Management, Commissioning, Engineering, and the Resource Coordinator to enable effective workforce planning, deployment, and operational readiness.  This role will report to the Director, NGS Commissioning.

 

Key Responsibilities  

 

  • Develop and maintain a multi-year strategic manpower plan aligned to the NGS project portfolio
  • Work with the Resource Coordinator to forecast resource demand across all TFA disciplines (GT, ST, Generator, HRSG, BOP) and project phases
  • Identify workforce gaps and implement proactive strategies to address capacity, capability, and geographic coverage
  • Establish staffing models, utilization targets, and contingency planning
  • Lead and develop the functional managers responsible for GT, ST, Generator, HRSG, and BOP TFAs
  • Establish standardized competency frameworks, certification pathways, and qualification matrices
  • Drive structured onboarding, training, and continuous development programs
  • Define and execute hiring strategies to meet planned and emerging workforce needs
  • Work in close coordination with the Resource Coordinator to ensure effective staffing execution across the project portfolio
  • Provide strategic direction on workforce planning, prioritization, and skill alignment
  • Support the Resource Coordinator in aligning internal and contractor resources to meet project needs
  • Ensure project teams are staffed with appropriately qualified TFAs based on scope complexity and risk
  • Partner with Project Managers and Portfolio Commissioning Managers to anticipate and resolve staffing constraints
  • Establish and standardize processes for TFA assignment, mobilization, and rotation
  • Implement performance tracking for utilization, staffing effectiveness, and field performance
  • Drive continuous improvement based on project feedback and lessons learned
  • Ensure alignment with PMO lifecycle gates and commissioning readiness requirements
  • Serve as the primary interface between the TFA organization and:
  • Provide leadership with clear visibility into workforce readiness, risks, and mitigation plans
  • Comply with all EHS policies and procedures, including reporting of unsafe activities to EHS.
  • Maintain a valid passport and driver’s license.

Requirement

  • Bachelor’s degree in engineering, Construction Management, Project Management, or a related field, or equivalent combination of education and experience. And 12+ years of experience in project management or project execution leadership, or an appropriate combination of both.
  • Demonstrated experience with large‑scale power generation or industrial EPC projects (GTCC/CCGT preferred).
  • Proven experience leading managers and influencing execution outcomes across multiple projects or portfolios.
  • Strong understanding of late‑stage project execution, commissioning readiness, scheduling, and risk management.
  • Experience working within OEM, EPC, or owner/operator environments.
  • Ability to read, analyze, and interpret technical procedures, standards, and specifications;
  • write reports, business correspondence, and procedure manuals; and effectively present information to managers, clients, and customers. 
  • Proficiency in Spanish and/or Portuguese is preferred for roles that support projects in LATAM and Mexico.
  • Proficient in MS Office and project scheduling tools (P6/MS Project); familiar with EDMS/document control systems.
