Role Overview

The Senior Manager, Construction Operations is responsible for execution, governance, workforce planning, and continuous improvement of New Generation Systems construction activities. This role supports the Director of Construction by overseeing construction readiness, resource forecasting, procedural compliance, safety performance, training implementation, and site support services while partnering with Project Management, Engineering, Construction & Commissioning Engineering, Site Operations, Quality, Supply Chain, and Technical Field Advisors to ensure safe, efficient, and high-quality project execution. 

Key Responsibilities

  • Lead construction support activities during construction and cold commissioning phases across the NGS project portfolio.
  • Support execution of Gas Turbine, Steam Turbine, Generator, HRSG, electrical, and Balance of Plant interfaces.
  • Coordinate construction readiness reviews, mobilization planning, execution support, and risk management activities.
  • Monitor safety performance, training compliance, certifications, corrective actions, and lessons learned initiatives.
  • Develop manpower forecasts, staffing plans, Technical Field Advisor assignments, hiring forecasts, and contractor resource strategies.
  • Manage development, revision, governance, and implementation of construction procedures and standards.
  • Partner with Engineering and Construction & Commissioning Engineering to improve installation methodologies and execution practices.
  • Support investigation and resolution of NCRs, field deviations, punch list items, warranty matters, and root cause analyses.
  • Lead process improvement, KPI development, reporting dashboards, workflow automation, and digital transformation initiatives.
  • Support competency development, certification programs, training plans, onboarding, succession planning, and workforce development efforts.
  • Review construction scopes, schedules, staffing plans, cost estimates, mobilization assumptions, contracts, and execution risks during proposal development.
  • Directly manage construction supervisors, specialists, and support personnel while leading performance management and professional development activities.
  • Promote collaboration across Construction, Engineering, Commissioning, Project Management, Quality, customer, and EPC stakeholders.
  • Support domestic and international project activities requiring travel up to 25%.

Requirements

  • Bachelor’s degree in Engineering from an accredited college or university. 
  • Minimum 5 years of construction, engineering, or related industry experience, including EPC power projects.
  • Minimum 2 years of direct management experience in construction, commissioning, or engineering organizations.
  • Experience with project drawings, procedures, technical documentation, workforce planning, and operational improvement programs.
  • Strong leadership, supervisory, organizational, problem-solving, and communication skills.
  • Ability to analyze technical information, develop procedures, interpret regulations, and present information to diverse audiences.
  • Proficiency with Microsoft Word, Excel, PowerPoint, SharePoint, and electronic communication tools.
  • Experience partnering with IT teams to develop reporting, tracking, and workforce information systems.
  • Experience managing large Technical Field Advisor workforces, international projects, Power BI reporting, and field execution analytics preferred.
  • Multilingual capability in Japanese and/or Spanish preferred.
  • Valid passport and driver’s license required.
