Role Overview

Responsible for managing, coordinating, and administering New Generation Services (NGS) projects from the conceptual stages through planning, engineering, procurement, construction, start-up, performance testing, initial operations, and prime contract close-out. Provide leadership for the development and maintenance of a high-performance project team.  Has overall responsibility for project execution, ensuring that the project is delivered within contract requirements, standards of quality and safety and to Customer and MHPSA performance expectations.

 

Key Responsibilities

  • Manages a single Project or a Portfolio of Projects, with responsibility for the Project teams and delivery of Project outcomes. Responsibilities and accountabilities will differ depending on the domain and methods of delivery, but may typically include responsibility for: a single Project, in excess of $200M, management of a portfolio of projects, and line management responsibility for approx. 2 team members.
  • Facilitates communication of project health and status with project teams, stakeholders, sponsors, customer representatives, and senior level management. Captures and documents all lessons learned or after-action review comments and provides summary briefings as necessary.
  • Prepares and participates in risk, issue and opportunity identification through detailed analysis of the project contracts. Works with project or program leadership to develop and execute mitigation strategies. 
  • Develops the project baseline income statement with assistance from estimating and cost control groups with the GOA approved estimates, pricing, and DOR splits. Coordinates and provides cost reporting and analysis on a regular basis.
  • Oversees the development of an integrated project schedule including critical path for the end-to-end tasks and activities necessary to successfully implement the product or service of the project and ensures resources and dependencies are identified.  Ensures assigned resources are executing as planned.  Provides tracking and reporting to plan and with occasional guidance, works with project teams on implementation of recovery plans as necessary.
  • Responsible for expanding current work scope, developing change order technical and pricing strategies and preparing change order execution strategies/plans. 
  • Leads others and directs all phases of assigned projects by utilizing program and project methodologies, systems, tools, and quality standards as defined by MHPSA in developing project plans and deliverables that meet identified requirements.  Provides feedback and performance assessments to appropriate management in a timely manner and addresses and helps resolve conflict among project team members. Monitors, tracks, and controls change to the projects through formal change control management of requirements, configuration, performance measures, cost, schedule, project organization structure, and technology environment (release schedules, infrastructure changes, etc.).
  • Performs additional tasks or assignments when given by the Director of Projects. Provides suggestions and other input to improve the execution of NGS projects.
  • Continuously seeks to expand and improve personal knowledge in project management best practices and participates in and promotes the development and adoption of new processes or changes to existing processes within MPSA that continue to mature the program/project management discipline.
  • Supports Mitsubishi Power proposal development efforts.
  • Monitors all project activity including schedules, spending and related items to ensure timely and quality completion of assigned NGS projects. Initiates action to assure project objectives and schedules are met and work is performed within budget and according to specifications. Notifies Director of Projects of any situations that would have a significant impact on the completion date, cost, or quality.
  • Establishes alliances with other departments and organizations by recognizing dependencies to assess potential partnership and commitment to the project.  Develops and maintains constructive and cooperative interpersonal working relationships with others.
  • Facilitates scheduled project status meeting with owner, owner’s rep, vendors, subcontractors and others connected with the project. Prepares and distributes meeting minutes indicating agreements reached, task assignments and related information.
  • Conducts internal staff meetings to disseminate appropriate company and project information. Ensures that all staff is informed of needed information, policies, and expectations regarding the execution of the project, specifically as it pertains to safety, quality, and related regulations. 
  • Review subcontractor and vendor invoices throughout the lifecycle of the project and approve for payment or work with Supply Chain Management to negotiate appropriate changes with subcontractor. 
  • Prepare and submit change orders based on LOA.
  • Prepare all project close out documentation including submittal of all warranty information, affidavits, record drawings, final retainage payments, releases, and accounting related documents. Finalize negotiations of any claims, extra work invoices, or extra work purchase/change orders.
  • Ensure final payments are received from client and appropriate invoices are paid to subcontractors.

 

Requirements

  • Bachelor's degree (BS) in Engineering or similar technical field from four-year college or university; and eleven (11) or more years related experience in managing large power generation projects. PMP certification is desired, but not mandatory.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Knowledge of computer-aided design, database, project management, spreadsheet and word processing software, electronic mail, graphics, technical diagrams, flow charts, etc.
