SUMMARY
Transportation Specialist II provides major logistics support to Gas and Steam Turbine Projects in the United States and other Americas. This position requires extensive and widespread logistics knowledge as well as hands on operational experience. Must be well versed in Regulatory matters, ensure Compliance with U.S. Import and Export Regulations with regard to proper classification, valuation, origin rules, free trade agreements, documentation and recordkeeping while attending to internal and external customer delivery deadlines across all business units in Mitsubishi Power Americas Inc..
ESSENTIAL DUTIES & RESPONSIBILITIES
- Improve quality and reduce cost and time associated with claims (i.e., implement claim procedures, claim prevention techniques);
- Assess and utilize the best modes and carrier selection possible. Ultimately, determine best route, consolidation points, and warehouse locations;
- Evaluate current shipping procedures and identify methods that improve customer service through reductions in logistics costs and time;
- Examine current freight terms for both inbound and outbound shipping and develop solutions to make transportation a competitive advantage;
- Accountable for the Foreign Trade Zone (e.g. Accountability, Operation, Maintenance, Compliance, Regulations, Recordkeeping and USCBP Interface, NAFTZ interface and FTZ Grantor);
- Develop relationships and logistical lanes for movement of bonded materials, as well as, temporary imports for repair, tooling and material kits into Canada, Mexico, South America, and Western EU, as well as, inland transportation associated with international segments;
- Retain and file a copy of communications and information between customers, vendors and government agencies in corresponding file;
- Ensure timely ISF filings, if applicable;
- Classify product according to the HTSUS;
- Determine other government agency requirements applicable to the product;
- Perform audit of entry summary packet upon receipt from brokers to check for accuracy of HTSUS classification, valuations, country of origin, related claims, freight terms, etc.;
- Prepare Post Entry Amendment requests to brokers and submit upon receiving approval from Corporate Import Export Compliance Specialist;
- Respond to Census inquiries and obtain supporting data for responses;
- Forward all communications from CBP to Corporate Import Export Compliance Specialist such as Notices of Action (CBP 29’s), Requests for Information (CBP28’s), Census, Exam Notices, etc.;
- Prepare Shipper Letter of Instructions to forwarders;
- Review and approve bills of inbound and outbound shipments in addition to special projects;
- Perform other such duties as may be required.

KNOWLEDGE, SKILLS & EDUCATION

- Education and/or Experience: Bachelor's degree (B. A.) from four-year College or university preferred; or at least five (5) years related experience and/or training; or equivalent combination of education and experience. Possess knowledge of specialty trade areas such as NAFTA, FCC, FTZ, TIB and 9801 HTS Program. Knowledge of international quotation and U.S. entry process, understanding INCO terms, proficient in import HTSUS classification and working knowledge of the Customs Regulations ( 19 CFR).
- Language Skills: Ability to read, analyze, and interpret general business periodicals, engineering drawings, engineering specifications for material, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
- Mathematical Skills: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
- Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
- Computer Skills: Basic personal computer skills including electronic mail, word processing, spreadsheet, and basic database.
